if you sell your home after having a harp refi can you get a new mortgage if you decide to buy another home?

A HARP Refi only applies to your current home -- it does not prevent you from getting a new mortgage now or in the future as long as you make your payments on time and financially show the capability of qualifying for the new loan. Yes, you can get a another mortgage after having completed a HARP refinance. However, it is designed specifically for underwater borrowers, so if you are forced to complete a short sale you will have a waiting period of 2 years before you are eligible for a mortgage again.
