Everything can be negotiated. Discuss this with your real estate agent to determine what they think is a fair offer for the property.

All closing cost (fess) are negotiable. The seller can pay all closing cost, pre-paids, discount points and escrows however, depending on the loan program the seller is limited to pay a max of 3% to 6% of the loan amount.

As a buyer there are certain fees you pay and certain fees a seller pays, however you can always ask for the seller to pay your closing costs for you. That is where the negotiations come into play with your realtor and lender. Also, your lender can always see the options (if you qualify) for offering a lender credit towards closing costs - what that means is if the market interest rate X, then the interest rate is raised in order to contribute to pay for all or part of your closing costs. Closing costs can be negotiated between you and the seller by way of your Realtor. Tell your Realtor what you would like for the seller to pay in closing costs and let him or her negotiate it with the seller.

Short question but a big answer.. every area in the country would have different costs associated with purchasing and selling a home, so calling a local title company would give you a more precise answer based on the location your looking to buy.. but in general, when you purchase a home, and obtaining financing to pay for it, then your lender fees are the responsibility of the buyer. If you want your taxes and insurance included in your payment, you will also need to establish an impound account at your expense. If the home is located in an planned unit development (PUD), then any transfer fees would be your responsibility. Also, the lender will require you purchase title insurance, again your cost. The seller typically has very few costs associated with their sale. The can purchase an owners policy to protect them from any past unpaid liens, the will have to pay someone to type up the paperwork and pay to have that paperwork recorded with your local county recorders office. I could go on and on, but in general, there are specific costs that are buyers costs, and specific costs that are sellers costs.. there aren't any costs that I can think of that would be "shared".. Also, when you asked if the costs could be negotiated?? probably not. Most of the costs associated with your purchase are fixed and set.. you can however negotiate WHO will pay the costs.. currently we're in a sellers market, so asking the seller to pay for your closing costs could result in your offered being turned down, but none the less, you can ask, However you can negotiate with the lender to give you a credit which can be used towards your closing costs.. ..
