my current interest rate is 5.5 percent. My mortgage balance is 59.000 can I refinance to a lower rate?

Any person can refinance at anytime if it makes sense. Contact a local non-bank lender to discuss your personal situation and to see if refinancing makes sense for you. Lowering a rate alone doesn't mean it makes sense.

If your credit and debt to income are within the qualifying range you most definitely can. The most important question is whether or not it is worth it at this point. You should take into consideration all factors including what your current term is. 59.000...is that $59? $59000? As all have answered it can be refinanced. You want to get 3 quotes to find the lowest feesif you only owe $59,000! Rates will be pretty similar at such a low loan amount. Also, look at a 10 yr. fixed.
