A FHA Streamline "Without Appraisal" will have No Charge for Appraisal seeing there won't be a need for one. Your selected interest rate will define what "Lender Credit" may be offered to pay your closing costs. There is no such thing as a "Free Loan", so when you hear someone saying "no cost", they are misrepresenting the facts. For FHA streamline refi's, there is no appraisal required.. However there will be closing costs.. You can choose a higher rate and have the lender pay the costs for your (recommended), or you can pay them out of pocket and take the lower rate, but in any case, you will be paying for them.. An FHA Streamline does not require an appraisal. Also, your closing costs can be paid out of pocket, by you, or your lender. If you elect to have the lender pay closing costs, then your rate will be slightly higher. William from Velocity also confirms this in his response...

A streamline is the refinance of an existing FHA loan. There is no appraisal required. A lender credit can be offered to offset the closing costs but you need to meet the credit score guidelines. With a streamline refinance you do not need an appraisal. If you are finding loans offered at no cost, you are probably in all actuality finding loans that include a lender credit that will cover the closing costs. This often means that you are getting a slightly higher interest rate in return for the lender paying for the closing costs. You can also have the cost rolled into your new loan.

FHA allows for both an appraisal or a no appraisal option. ALL MORTGAGE loans have CLOSING COSTS! How you pay for those closing costs varies. No appraisal required. Costs may be paid by your lender or paid by you. Lender paid will result in a higher interest rate on your loan.
