No.. Your loan must have been sold to Fannie Mae / Freddie Mac prior to May 31, 2009. However, if your loan is FHA, VA or USDA, you don't need HARP to refinance, since these products have built in features which allow you to do a "rate and term" refinance, where no appraisal would be necessary.. if however your loan is a Fannie/Freddie loan, then it's unlikely HARP 3 would help, since all the refinance programs have had a target date of May 31, 2009. Not on Harp 2, maybe 3 if it actually comes out, but both of these are for conventional loans. If you have an FHA, VA, or USDA loan you can streamline your loan.

Unfortunately you must of purchased your home prior to June 1st, 2009 in order to qualify for the HARP refinance program.
