No.. Your loan must have been sold to Fannie Mae / Freddie Mac prior to May 31, 2009. However, if your loan is FHA, VA or USDA, you don't need HARP to refinance, since these products have built in features which allow you to do a "rate and term" refinance, where no appraisal would be necessary.. if however your loan is a Fannie/Freddie loan, then it's unlikely HARP 3 would help, since all the refinance programs have had a target date of May 31, 2009. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. If you or someone you know is looking for financing options, feel free to contact me or pass along my information. 480-287-5714 WilliamAcres.com

Not on Harp 2, maybe 3 if it actually comes out, but both of these are for conventional loans. If you have an FHA, VA, or USDA loan you can streamline your loan.

No. As indicated in the thread, Fannie needed to have purchased your loan before June 1 2009

Although you do not qualify for the HARP program, there are other options for you. I have refinanced many of my "upside down" borrowers into other loan programs. Give me a call, so we can discuss.Linda
