A HARP Loan is beneficial for those who have a balance owed on their home that would prevent them from going through normal underwriting that would add Private Mortgage Insurance onto a loan if you currently do not have such, or the value of your loan exceeds the value of your home. if you are in aFannie or Freddie loan and you meet the cutoff date for HARP, you wiill qualify. The fact that it is owned by Fanni or Freddie makes th current loan a coventiional one. As otheres have said, ther is no such thing as a HARP VA loan.

A HARP loan is a conventional loan, not a VA loan. Unfortunately you couldn't refinance as a HARP VA loan. You can refinance a conventional loan and convert it to a VA loan. If you conventional loan is backed by Fannie Mae or Freddie Mac you can refinance with a HARP loan or you can refinance your conventional loan into a VA loan (if you meet qualification requirements). However, there is no such thing as a "HARP VA loan".
