This morning, mortgage rates officially fell under 4 percent - this for the first time in over a year. Mortgage magazine reported, those "Refinanceable homeowners" just increased by 2 million since early May, totaling over 5 million refinanceable homeowners, "who can both qualify for refinancing and would save at least 75 basis points"
