Ina wild turn of events, the bill was postponed out to a later date. This still gives the illusion of hope that the bill could pass at a later date and have a positive effect on the mortgage rates, but for now, it's business as usual. There is the heavy likelihood that the bill passing (in the future) will cause some pretty heavy volatility in the markets, as this healthcare vote would solidify a vote of confidence in the Trump administration's readiness to make policy changes, which surely will translate into other financial markets.
