will the qualification date of loan change under harp3

Not sure, as there isn't anything concrete as to whether there will be a Harp 3

HARP 3.0 has been stalled and doesn't show any sign of ever making it past congress. Until the program actually gets approved, it's impossible to know what the actual guidelines will be..
