The FHA appraiser will look for anything that affects the structure, such a roof and foundation; excessive wear, such as paint and siding, and that all rooms are "habitable", e.g., no missing toilets or built-in appliances. A home inspector (not associated with FHA) will inspect these items, but will go into great detail on other minor issues (30 to 45 pages).
They should be addressing all aspects of the house as they will affect the appraised value. This is not so much "finding fault" as it is adjusting the approased value accordingly due to positive or negative factors. In addition to this, however, they are required by FHA to address any issues that affect habitability, safety, or structural integrity. If they deem anything in these areas unsatisfactory they willl require that they be either fixed or inspected and certified by a specialist in the particular area. So, for instance, peeling paint is NOT supposed to be an issue unless it is deemed unsafe. A foundation crack might be normal settlement, but the appraiser could require it to be inspected by a foundation specialist to verify this. Missing hand rails, cracked or chipped paint are most common.
the list would be too long to post here on this blog.. but typically, the appraisal inspection will look for items that effect safety and health concerns, (mold, exposed wires, trip hazards, leaking roof, etc), or things that would make the home un-inhabitable..
