We are on government PCS orders overseas for five years and renting out our home in San Diego. We're at ~73% LTV on the home but haven't found a way to refinance and take advantage of the low interest rates since we're overseas. We will be moving back into our home when we move back in 2.5 years. Any advice?

You may qualify at 75 LTV. If you need more equity, consider paying down the mortgage to achieve 70 LTV.
