Refinance a Home while living abroad in Germany

We have a home in Reno, NV that we purchased in 2006 prior to moving to Germany for a job in 2013. We would like to refinance the house where the value is about 10% below the owed amount. we are having problems finding banks or institutions that can help. the few that we talked to disqualified us because we dont live in the US.
