Are there any other programs out there for homeowners who don't have a Fannie Mae or Freddie Mac loan?

FHA? VA? USDA? all have streamline refinance features built in where you don't need an appraisal.. if it's not one of those or a Freddie/Fannie, then you would have to wait for HARP 3.0 if it ever comes out.. (this assumes your underwater).. FHA allows for 97.75% Loan to Value on a refi.. VA allows 100%, but you must have VA benefits... so you don't necessarily need 20% equity to refinance...
