No... since the HARP program is only for Fannie/Freddie loans... you may be eligible for other types of refinance programs though, but it really depends on which type of loan product you have now.. FHA, VA, USDA all have refinance products without appraisals, so it's possible if you have one of these loan's already, you might be able to refi.. also, there's talk about HARP 3.0 which is supposed to help all those who have not been able to take advantage of all the different refi products out there currently... don't hold your breath, but it's possible we will see something in the months to come.. stay tuned... HARP was designed exclusively for Fannie Mae and Freddie Mac loans only. Unless your loan is owned by them, it is not eligible for HARP. FHA, VA and USDA each have a loan program similar to HARP.
