Interestingly enough, you could qualify with one spouse and ignore the income of the other spouse if necessary. Otherwise, we generally count both spouse's income. I think people are always surprised at how high of incomes we qualify. It is not just low income but medium income for an area as well. In high priced counties one single person might qualify with income near $100,000 annually.
