I have a 648 credit score and are 2 years into a chapter 13, can I buy a home in georgia?

Yes, as long as you have made all your payments on time, had no late payments or delinquencies of any kind since the BK and the rest of your credit and income qualify you, you should be able to procure an FHA loan. You will need the court/trustees permission as well.

Not while you are still in BK. Will typically need to wait until 2 yrs after the BK is discharged

Assuming you meet all other eligibility requirements, you are allow to purchase so long as you have made 12 on time payments to the trustee and have their permission to purchase a home.. Yes you can as long as you are current on your BK payments and have made the previous 12 payments on time, get permission from the BK trustee and of course you still need to go through the normal approval process and have a local loan officer review your income, credit, assets and loan application.
