Probably the only program that is capable of doing that right now is the CalHFA Conventional with ZIP, EXTRA & maybe CHDAP if you need it. The basic qualifying criteria is 640 credit score, and loan amount cannot exceed $417,000. Income restrictions do apply, but they are pretty generous.

In refinancing over the past few years more and more people request "no closing costs" and we have been able to provide them those loans because the rate difference has not been a very significant difference between a refinance loan with say $2500 cost rolled into the loan. It can often be good for you to view one loan with fees and "0 points" rolled into it to compare with one without closing costs. You simply take the monthly savingsand divide it into the additional closing costs to determine how quickly you will recoup your costs. After that is just pure monthly savings and sometimes it maybe worth it to include closing costs in your loan.

Just about every type of refinance program has options where you don't need cash out of pocket. Start by contacting a LOCAL mortgage broker and apply with them. By applying with your LOCAL Broker, you have an advantage because he's familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario.
