Is it possible to get a mortgage after chapter 13 discharge?

yes, but depends on when the BK was filed originally, when discharged and what type of mortgage you apply for. FHA and VA loans are the most flexible after Ch13

The average time to wait is 24 months after a discharge of a Chapter 13. Under certain circumstances it could be less time.

Yes, but you will probably have to undergo a waiting period.

Like Phil pointed out it depends on when the chp 13 was initiated, then discharged. There may also be a few more hoops to jump through in underwriting as they will want to take a closer look at things in light of the bankruptcy.
