For most states, Loans and Liens are recorded with the county recorder and are public record. Here in Arizona, we have one of the easiest websites to navigate to look up this info.. It literally takes seconds to find out.. but, I'm not sure about Portland.. You can call the county recorder where the property is located and ask them if they have online access to recorded doc's.. if they do, it should be as simple as typing in an address and BAM!!!..
