There are no "laws" that demand that lenders must accept bad credit on mortgage refinances. What is your credit score? You may get more responses based on that info.

There are no new laws that enable poor / bad credit borrowers to get guaranteed financing.. in reality, there isn't any laws that force a lender to lend to folks with bad credit.. in fact in the last 3 years, lending guidelines have become more and more stringent.. your better off working on fixing your bad credit than waiting for a program that in all probability, will never develop... .. Even if you have bad credit now is the time to act. The HARP2 program allows borrowers with less than stellar credit to refinance at Loan to Values above 100%. There is also the FHA Streamline and USDA RD Pilot Program, depending on what type of loan you have currently. Even if you do not qualify today, you may be very close. It is best to call a lender like me that will work with you.

new laws / guidelines did not change with FHA's increase on 4/1.....it all depends on what type of loan you currently have, if FNMA or FREDDIE MAC held and taken prior to 5/2009 you can do HARP which will allow lower credit rating.

Best you can do is try to Modify your loan or see if you are eligible for a Harp or Hamp loan. Contact your lenders

Need more info, there are a bit tougher guidelines but no new laws. what are your scores? your income? loan to value? your debt, with the credit repair agencies the minimum credit score is usually attainable.
