could i still get a HARP loan with charge-offs and collection accounts on my credit report? but i never missed a mortgage payment.

Not likely, HARP loans are not a product for those with bad credit, they are for those who are underwater on their loan yet still meet all of the regular and standard means of qualification...good credit, acceptable DTI, good income etc. If your FICO score is not within acceptable range then you will not qualify. Talk with a local mortgage broker to see.
