Hi you can if the builder will do this with what they call is an end loan,meaning they build the home for you and then you close on it when it is fully completed as a 100% VA loan. Most big builders will do this no problem but not the smaller mom and pop builders.
You would need a separate construction loan and there are few if any companies that will loan up to 100% for the construction loan (90% is generally the maximum). Linda (above) says she has a constrution loan - could be worth checking it out. However, your best option is probably to find a builder with their own financing who will take a chance on you once you have been fully approved for the VA loan by a reputable lender. I do lend in MA if you need a good lender to work with - I lived in MA for a long time and some of my relatives aren't far from you.
No you can not. If you can procure a construction loan then you can convert to a VA loan after completion, that would be an end loan. If you can sign a contract with a builder to build it and you can do a straight VA purchase on completion.
