Can I qualify for HARP with a federal tax lien

My house is underwater. To make things worse, I have a very high interest rate. My home was last refinanced in 2002. Fannie owns my mortage. I have a federal tax lien, can I still qualify for HARP? This is a possibility providing 1) the IRS will subordinate their lien, 2) the lender will allow this, 3) you have sufficient credit scores and income to service the loan, and the big one 4) you must get an "Approved Eligible" from the automated underwriter.. so there's a lot of "Yes, But!!" in there.. best advice i can give you is to contact a LOCAL mortgage broker, not the local "Big" bank, and certainly not one of those 50 states internet lenders... the LOCAL broker is familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario. Because he has lower overhead, he can offer you lower rates and lower fees than most of the larger lenders.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. I agree. I have a federal lien, under a payment plan, and have a credit score of 700+, and have not been late on any mortgage payments in several years and also cannot use HARP. Yes the IRS has a subordination program but as soon as you mention IRS to any lender, they do not want to deal with you. I would like to get a list of lenders that deal with the IRS and subordinations.
