Can I modify my existing Loan to lower tha I.Rate & payment?

You can refinance anywhere.. if you have 20% equity, and it's your primary residence, you don't need HARP 2.0 to refinance... The best advice I can give you is to contact a LOCAL mortgage broker, not the local "Big" bank, and certainly not one of those 50 states internet lenders...By applying with your LOCAL Broker, you have an advantage because he's familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario. Because he has lower overhead, he can offer you lower rates and lower fees than most of the larger lenders.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. When was the last time , or have you ever refied before?? You state that you have made 3 yrs of payments, so I am assuming that you have not .. Did you have any mortgage insurance from when you purchased? If you value is at 80%, there is no mortgage insurance I can give you a analysis on your homes value, very easily. You should be able to refinance as long as your debt to income ratio works.
