Yes, as long as you are both on the loan and her income and inheritance is enough to qualify for the amount you are looking for. It is great that you have a high credit score and little debt. if your both on the loan, then yes.. only one of you has to have VA eligibility. But you do need income to prove your ability to pay the debt..
