FHA? VA? USDA? all have streamline refinance features built in where you don't need an appraisal.. if it's not one of those or a Freddie/Fannie, then you would have to wait for HARP 3.0 if it ever comes out.. (this assumes your underwater).. FHA allows for 97.75% Loan to Value on a refi.. VA allows 100%, but you must have VA benefits... so you don't necessarily need 20% equity to refinance... Yes, there isn't enough information here to be able to help you effectively. There are programs available for underwater buyers that do not have Fannie or Freddie, but these are limited. For example, you can do an FHA or VA streamline as well. The best thing for you to do would be to contact a local lender and go over the details.
