80% Loan To Value is most likely the maximum you will find. With that said, the issue will be with your short sale histories with less than 3 years of seasoning, as the most understanding loan programs are offered through FHA, VA, & USDA. FHA County Limits for Scottsdale, AZ and Maricopa County are up to $346,250 for a Single Family Dwelling which will not be any help to you. I'll be happy to discuss this more offline if you'd like.
