Will I restore my entitlement if I refinance a VA loan with a conventional loan?

It's not an automatic process. If ever you apply for a new COE (certificate of eligibility) you just state what happened to that property which you had the VA home loan against. If you no longer own or the home is no longer secured by a VA loan you can have your full benefits restored.
