If you have an FHA loan, then you can refinance without loan to value issues.. and VA as well as USDA loans have options to where you can refinance without the appraisal.. if you don't have any of those loan products, and your underwater, then your only hope is HARP 3.0, (if it ever passes congress) or you'll have to wait till you have sufficient equity to refinance.. if you are not underwater, FHA allows for 97.75% loan to value refinance, and VA allows for 100% LTV, but you must have VA benefits to qualify.. Keep your head up for now! We are all waiting for HARP 3.0 to be implemented. So continue to stay on top of your finances and keep your credit rating high to ensure you get approved when the program comes out. At this time, the answer is unfortunately no. We keep hoping that something will happen with a HARP 3, but as of right now if you are not currently FHA, VA or USDA there are no options.
