Did you ask your lender why you couldn't? I'm guessing you asked then they declined you and must have given you a reason. There are many potential reasons as to why but you have not given much info to go on here.
People often confuse a loan modification with a mortgage refinance.. If you asking about a refinance, Larry is correct.. With Texas.. They have rules about "Cash Out" on your primary residence where your limited to 80% Loan to value.. if you are trying to get more than that.. Texas law prohibits it.. if you're asking about a loan modification where you are trying to get your lender to modify the terms of your existing mortgage without paying off the balance, then the number of reasons as to why they won't do it would be endless.. Loan modifications are a true nightmare, and 5 out of a 100 get approved, and usually don't give much relief... But as Travis stated..
