In situations like this, a local bank may give you a line of credit for this amount. You are correct about mortgage sizes. Government regulation made it pretty much impossible for lenders to issue mortgages for below the amount you noted without the lender paying you to do the mortgage below a certain amount.
Much more info needed,, A small bank or credit union might be willing to do it.. but in all reality.. it's unlikely a $15K home would pass a conforming loan appraisal inspection.. Keep in mind, in order to obtain financing, the home must be habitable, and have no property deficiencies which have to do with the safety or health concerns of the occupants. Broken glass, exposed wiring, water leaks/stains, non functioning appliances or heating/cooling.. etc.. all these items must be corrected before the lender will lend on that home.. There are "Rehab" loans available, but these type of loans require the use of a FHA Consultant, Licensed contractors, and take much longer to close.. the $15K home might end up costing you $40K to $50K by the time it's all done..
