I believe that answer is correct.
There are certain criteria which must be met to qualify for HARP. Go to http://www.harp.gov/ to find out the basics of a HARP refinance. If you meet the criteria, full steam ahead. Dec 31, 2016 is the final date for applications to be received for HARP while the process must be completed by Sept 30th of the following year. (Barring any extension of the process by a new administration taking office). Assuming the program is not extended, it's scheduled to end on December 31, 2016. Your application must be submitted on or before that date and you have to close and finalize it before Sept 30, 2017. Understand that every lender can add additional rules above what HARP calls for.. So a lender might have an "overlay" that will require the HARP loan to be close much earlier than Sept 30th.. so be sure you check before you apply. Understand that there's very little need for HARP refi's right now since most folks have sufficient equity to refinance without the relaxed guidelines provided by HARP, so be sure when you apply, you ask for a comparison for HARP and non HARP refinance products.
