You can actually apply begining December 1st, 2011. There are several dates announced through June of 2012 that will roll out expanded LTV limits. You should talk to a mortgage professional to discuss your specific situation and options that may be available to you.
The real issue is not when you can apply.The real issue is when will the lenders that the mortgage brokers and banks use come out with their versions of policy (overlays) on these new loans. Sometime in the first quarter of 2012 is when the automated underwriting systems will be ready. Until then, there is not really anything that any lender can do. Jim@LoanJim.com
The new HARP program does roll out in December 2011 but most lenders will take some time to review the guidlines and apply their own rules to the program. I would agree with most in guessing early 2012.
Like most government programs, it really depends on whether the lenders jump on board with the new program... Just because the government is willing to insure a loan doesn't mean the lender with the money to lend will agree to the terms... So more than likely we will have to wait till the lender's roll out their programs and see if this refinance program is the real deal or not.. WilliamAcres.com
