A streamline is not a modification. A streamline is only for the amount you currently owe. It is used to reduce your interest rate. A loan modification is when you are unable to afford your mortgage payments and are asking for a 2nd chance on the mortgage. This usually means you will receive a reduced interest rate for a short period of time. If you are looking to take cash out, this is called a cash out refinance. The maximum amount you can borrow is based on your ability to repay the loan and the properties appraised value.
