There was a proposal sent to congress, however it was never voted on.. and in all reality, since most homes values have increased, there's very little necessity for HARP at this point.. so I doubt you will see anything come out.. HARP 3.0 seems to be dead and off the primary agenda of the lawmakers and administration. Property values have also increased somewhat, putting any measures on the back burner. Best to have a local Realtor do a CMA to find out if your are still underwater. If you have a loan that was not backed by Fannie or Freddie, then it's best to work with your current servicer for a solution.
HARP 3 never made it and probably will not make it. Values moving up at such a rapid pace that the need for a HARP mortgage is not needed as most homes have gained back much of the values that they lost after 2008 time frame.
