What is involved with a streamline refinance?

Streamline refinancing is something that has more of what we call "lender overlays" than any other program I can think of right now. What is typically required, though, is a minimum 640 credit score, with emphasis obviously being on your last 12 month's mortgage rating. Income and debts should not be considered, only verification of current employment. Assets don't typically have to be listed/verified, unless you are required to bring money in to closing. Appraisals are not required if you take a "no closing cost" approach; if you want to roll in your costs with a lower rate, then an appraisal will be required. Once again, this is typically what I see, but FHA's true guidelines are a little less stringent than this.
