HARP stands for Home Affordable Refinance Program.. This was a government approved refinance program for borrowers with loans owned by Freddie Mac or Fannie Mae.. it allowed borrowers to refinance even though they exceeded the maximum allowable loan to value requirements.. this is accomplished by eliminating the need for an appraisal. so if you are underwater, but want to refinance, but couldn't because your LTV was too high, then you could refinance using HARP. Understand that this program expires December 31, 2016.. The program has outlived it usefulness.. Property values have increased, and the majority of folks now have sufficient equity to refinance without needing the assistance of this government sponsored refinance program.
