What financial institutions in Florida have VA construction loans

I'm not aware of VA offering construction loans. However you can do an FHA 203K loan which allows you to borrow more than the purchase price to fix up the home as long as its worth more than what you borrowed after its repaired. FHA only requires 3.5% down and does not require perfect credit either.
