No. If there is a benefit to the borrower, depending on the loan product, you can refinance.
Typically if you want to use current market value most investors have a 6 month time frame. If you do not need current value and you benefit you can refi sooner, value would be your purchase price.

Yes, no, and maybe. It depends on what you are doing. For example, if you are paying off an FHA loan, and going into a conventional loan, there is no waiting period. But if you were for example refinancing an existing VA loan into a new VA loan, there is a waiting period. Side note.... Don't fall for "No closing cost" claims. There are always closing costs. It is just how you choose to pay. No closing can also just mean no out-of-pocket costs, but can also be that the interest rate is cranked up from a little to a lot of offset the closing costs today. Not saying it is a bad option, rather, saying you just need to understand, and have the Loan Officer also quote a normal cost option too.
