Yes.. You can do an EEM on a VA loan.. Your limited to a total of $3000 on just about anything that can help provide energy savings, and up to $6000 provided you can prove that the increase in payment is offset by the same or more of a reduction in the utility costs. This usually requires a HEER's rating.. (Home Energy Efficiency Rating).. Which defines your anticipated savings.. if you want to spend more than $6000 on energy efficiency items, then it must be supported by the appraisal.. This might be tough to do, since the appraiser will have to find properties with the same energy improvement features you intend to put on your home, and those comparables must be within the defined area as your home.. so if you do these improvements in an area where no one else has done them, then it's likely the home wont appraise..
