Yes, if you mean GFCI's. Outlets near water sources must have them, but not throughout the home.
If not FHA, your lender may require it, if noted on the appraisal.
FHA yes, but other loan products might require it as well.. If your financing a home using any type of conforming financing, then the home must be appraised. When the appraiser is doing his initial inspection of the home, he must address any visible deficiencies that relate to safety and health. Understand that the appraisal inspection is not the same as a home inspection.. the appraiser is not going to crawl under the home or go into the attic. But if there is something that is obvious, then he will make a note of it.. Leaking plumbing fixtures, broken windows, evidence of mold, etc.. For FHA, they check to see if GFCI outlets are installed in locations within 6 to 10 feet of a water source. If they are not there, he must note that on his report and the property deficiency must be corrected to obtain financing.. But for other loan products, they might or might not. This is in regards to GFCI's.. if your talking about the other outlets within the home and whether or not they are a 3 prong, or 2 prong outlet, then that's different.. The current Uniform Residential Building Code requires that all homes have 3 prong (Grounded) outlets.. But if your home was initially built with 2 prong, then in most states, you would be "Grandfathered In" meaning that you would not be required to update the electrical. However if you decided to do any improvements to the home, and new electrical needs to be installed or changed.. then you might be required to rewire the entire home.
