Refinance a non Freddie or Fannie loan that is at 107% LTV in Florida

As stated above my primary residence is underwater. I have excellent credit, income, and have never missed a payment on my mortgage. I would love to refinance to not only a lower rate, but also a shorter term if possible. I am currently at 6% for a 30 year with approximately 23 years left on the loan. Well Clarkk... help is on the horizon.. You may have heard the President talk a few months back about helping responsible homeowners refinance who are unable to take advantage of current lending programs... this refinance plan has been labeled HARP 3.0. The details are not out yet, but based on educated speculation, it will most likely be an FHA product, and will have to conform to FHA loan limits for your particular county. FHA charges upfront mortgage insurance as well as a monthly premium, but, again, because the program details are not out yet, it's hard to say whether this new program will require MI. I would be glad to review this with you today and provide you answers after having more details that aren't in your question.
