As long as you are on title to the subject property, you can do a refinance mortgage. If you have not treated the property as an investment property, meaning the property is your primary residence, you can use the appraised value to qualify for the mortgage. IF you have treated the property as an investment property (such as rental), then you would need to be on title to the property for at least 12 months to use the appraised value.
