Yes, the late payment will be reflected in the loan payoff, and the taxes will be added to settlement to bring them current.
If your purchasing a home and the seller is behind on payments and taxes, it shouldn't be a problem if the proceeds from the sale are sufficient to pay all outstanding liens.. if the home is not worth all that is owed, then the seller could ask their lender to allow for a "Short Sale" . This is when a seller sells their home for less than what is owed, and the lender accepts the short proceeds as payment in full and releases all interest against the property.
