Yes but I don't recommend paying a 3rd party for the privilege. You'd be better off budgeting for it and setting the funds aside to make your own payments. And as PaulJohnson said, keep track to ensure any additional principal is applied properly.

Yes... In most cases. The Chaper 13 doesn't matter, it is just if your current servicers allows for bi-weekly payments. Most do, but a very small number don't. Check with your servicers.
