Are there any programs around to help refinance a CalVet loan?

Are any programs around to help refinance a CalVet loan that is $100,000 underwater? Up to date on payments, just want to take advantage of lower interest rates. by Sasa2_563_911 from Lincoln, California. Mar 24th 2012 Reply

Did you ever find an answer that helped? I am looking for the same thing but with CalVet my loan is not a VA loan. Do not qualify for VA streamline refinance loan.
