I have an FHA loan its only been 4 years. If the value is more can I refinance in 5 years?

You can definitely refinance your FHA loan if you have been current on your mortgage payments. With an FHA streamline you have the ability to refinance without an appraisal. Refinancing is all about your current value and if it even makes sense. You've got a few different options including another FHA loan as Jim mentioned... or possibly a better idea MAY be a conventional loan with looking at all 4 basic types of MI (mortgage insurance) to see which one may be best for you in your situation.
