In theory, a USDA construction loan is possible. In practicality, what you are looking for doesn't really exist for a variety of reasons. First, there are two types of USDA loans, Direct, which is only available from a USDA office, and Guaranteed, which is available from most lenders. Under the guaranteed program, I don't know a single lender in the country offering this. New construction is deemed very risky, and generally requires a large down payment on a construction loan. After construction is done, then you pay off the construction loan with your long-term loan, like a 30-year fixed. If you can find a builder who is willing to buy the lot, build the home and carry all the costs with you giving a small down payment, then you will be fine. This is usually available in new sub-divisions, but not stand alone. Good luck!

More info needed, but as Joe Meltzer says.. There might be a lender somewhere offering these loans, but i'm not aware of a single one. If you are looking at a tract home.. then typically, the development will require a 1% to 3% initial deposit, and they build the home on their dime.. then once the property is completed, you finalize your financing.. no construction loan necessary.. but if you are looking for a "custom built home".. then, as Joe said.. probably not going to happen.
