You shouldn't have a problem. just about any mortgage broker in town can help you, but I would avoid the "big box" banks.. Keep in mind that HARP is due to expire at the end of this year.. since values have steadily increased over the past few years, the program has outlived itself, and there is very little need for this program any more.. so long as you have sufficient equity, say 5% or more, then you can refinance without HARP.. if your current Loan to Value is below 80% and you are currently paying mortgage insurance, then you should not be using HARP.. if your current loan does not have PMI, but you don't have 20% equity or more, then HARP could be beneficial to you.. This is where an experienced loan officer will shine.. their job is to seek out the best loan product for your specific scenario.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. Every broker or lender has HARP so you should be able to shop around if you want.
