Are there any low down payment (5-10%) jumbo loan programs available?

Much more info needed.. There are creative ways to get low down payments on larger loans, but it all depends.. Any loan over $417K is considered Jumbo.. Are you looking at a $600K home or a $2,000,000 home? If you are looking at $600K, then typically we do a first and 2nd mortgage.. you put $60K (10%) down, Finance a $417K first, and a $123K 2nd. This gets you a much lower "Blended" rate when you consider the first mortgage would be at conforming loan rates.. where as jumbo rates are typically much higher.. If you are looking at the $2,000,000 price range, then it's very unlikely you will find any lender willing to do it with less than 20% down.. But there are a variance of lending programs between $600K to $2,000,000.. so again, without knowing all the details of your scenario, it's hard to advise you properly..
